		<description>perhaps a system could be implemented that would prevent people from participating more than one year in a row. If you run in 2011  then you have to wait until 2013 or 2014 to run again. maybe grandfather the people with active streaks going but for new people one year on  one or two off. Perhaps an odd/even year system would work.  If you are born on an odd year you could only register for odd year marathons (still would need to qualify according to present rules).  Other such ideas could be used.</description>
